Children will enjoy the time they spent making them and playing with them as they watch them spin in the wind. You can use either single or multiple colored construction paper for this project. You will also need to have basic understanding of basket-weaving. Cut the sheet of paper in half. Sit one of the halves to the side; it can be used to make another windmill. Lay the other half down on a flat solid surface. This is the piece that you will be working with. Make a diagonal fold by bringing the lower right corner over to the upper left corner.
