You can get it here. • Download the transparency adjustment effect. • Install the .dll file. • Unzip the .zip file • Extract the .zip file to Paint.Net’s program files. • Open the “Adjustments” menu and select “Transparency.” • Set the slider to negative 100. To make semi-transparent layers, choose a number in between 0 and -100. Click OK.
