Make your own Victorian hat for a stylish tea party accessory. Purchase a plain, wide-brimmed straw hat from a craft store or through an online retailer. Set your hat on a clean, flat surface. Cut lengths of tulle that are at least 3 to 4 times longer than the circumference of where the hat’s crown meets the brim. Wind the tulle loosely about the base of the crown.
