Measure out and cut even strips of toole twice the length of your desired “fairy dress” plus four inches. You will need 10 or more strips of toole, depending on the size of the girl you are making the costume for and how full you want the dress. Tie a strip of toole around the waistband and continue with each additional strip until your “dress” equals your desired fullness. Take one piece of a strip from the front left of the dress and one strip from the back left of the dress and bring them up to tie in a bow as a shoulder strap.
