Tie a strip of toole around the waistband and continue with each additional strip until your “dress” equals your desired fullness. Take one piece of a strip from the front left of the dress and one strip from the back left of the dress and bring them up to tie in a bow as a shoulder strap. Repeat the step on the right side for the other shoulder strap. Embellish the top of the dress with silk flowers, artificial butterflies, and/or rhinestones.
