Perhaps this will work. Resume putting newspapers on the floor for him in his favorite elimination spot. Place a low-sided non-covered litter box full of fresh litter right next to it. Once he is back using the paper reliably for a few days, put a few random small piles of litter on the paper. Let him get used to that for a couple days before adding more. After a couple days, you’ll need a very large cardboard box, cut it down to about 2 inches and put his paper and litter set-up in the cardboard box in the same spot. In a few days add more litter leaving a little paper bare. He should be used to the litter by now so add more. When he is used to the litter he should start using the litter box. After he has used the litter box reliably for a few days take the box of paper and litter away. .
