If the surface is not radically out of level,I would suggest using a leveling compound.It usually comes in powder form,mixed with water and spread over floor area.It has properties that assist it to spread itself,resulting in near perfect level.The thickness of the compound is only 3-4mm.Wait for it to cure then lay vinyl as per normal.
