You need a clean and smooth surface to apply these tiles. You may be able to lay these tiles over an old vinyl floor as long as it is free of greases and smooth. What ever you don’t clean up will show thru on the tiles. If you are laying tile over underlayment you will need to test for moisture. First cut a piece of plastic (trash bag will work) and tape it down on all sides. Wait at least 24 hours and then see if moisture is under the plastic.
