When you consider that the R-value (how well something insulates) of a standard double-pane window is less than 2, and most older windows are closer to 0, insulating a window with R-4 or better insulation can make a difference in your comfort and heating costs. For drafty windows, choose a covering that can be sealed along the edges, especially along the bottom of the window.
