Install windows 98 first on the c drive. Insert the Vista cd and indicate that you want to install it on the other drive. This should automatically generate a dual boot option for you on windows start up. Both operating systems will be displayed and you can select which one you want using the up and down arrows. You may not be able to see Vista files from 98.
