The best way to put an image and text together on a pdf document is to do that using a different program like Word, PowerPoint, Photoshop… and to convert it to pdf using the Acrobat Distiller printer. The converter preferences should be under Edit+Preferences. You can change the compression definitions for the specific image type but it’s not recommended.
