Which you have to take a test from the Fish and Game Department and pass it, find a General or Master Falconer to sponsor you, and get all the requirements such as a 8 by 8 mews (cage). You have to be the age of 14 to join (some states you can be 12 to join). But when you first join you’re a Apprentice Falconer which means you’re only allowed to have a Red-tailed Hawk or a American Kestrel which you have to trap from the wild, other birds like Owls you have to be a Falconer for two whole years and have to have your sponsor Falconer promote you to the state to get upgraded to General Falconer which you can trap other birds like owls, or buy them, or take them as a chick from a nest. Which being a General Falconer you don’t have to have a sponsor anymore. But this is Falconry, these are wild birds and you have to trap and train them and help them hunt, you can’t keep them as pets. It takes time and money
