Well, I’ve had two projects where I came across this problem and I unfortunately can tell you both how to do it, and how not to do it. There are a few simple steps you can take to make your wallpaper or border lay flat and stick to the wall. It will take a little work, but it’s worth it at the end of the day. MAKE IT FLAT: First off, you need to get rid of those bumps, or at least flatten them out as much as possible. With all of those peaks and valleys, there’s nothing for the wallpaper paste to stick to. This will give your wall more surface area so the wallpaper can lay flat and stay stuck! The last thing you need is to think you’ve finished a project, only to have the wallpaper peel off once the paper and paste dry. To remove these bumps, you can use a hand scraper or sandpaper, or most likely a combination of both
