Many ringnecks don’t like to be handled, and do better as aviary birds. I’ve also never seen one that liked to be touched (even head rubs). That said, it is possible to handle most birds. If you’re getting bitten, you’re just trying to push him too fast. If you’ve found a treat he likes, start by dropping the treat in a bowl at the far side of the cage, tell him “good bird” in a friendly voice, and walk to the other side of the room, so that he doesn’t feel threatened by your proximity. As soon as he moves to the dish without hesitation once you’ve backed off, move less far away after you drop the treat. Keep moving back less and less far as he gets comfortable with each distance, until you can stand next to the cage while he takes the treat without hesitation from the dish. Next, place your hand on the cage bars after you drop the treat, and repeat until he takes the treat without hesitation. Then offer the treat in your fingers through the cage bars, and let him come to you to get it
