Nearly every Vista user has deleted their recycle bin from their desktop at one point or another. What you are actually deleting is the Windows Vista desktop icon for the recycle bin. Fear not, it is very easy to bring back. Basically you will be going into your your desktop icons to tell Windows to put the recycle bin icon back. Go to your Windows Vista desktop and right click. Once the menu appears, click Personalize. Under the Tasks heading, click the option that says Change desktop icons. A new box will appear. Tick the box next to Recycle Bin. Click Apply and OK. Go to your desktop and you should see that your recycle bin will be back. Depending on how you had your desktop icons arranged it could be floating somewhere other than where it was originally. If you right click the desktop once more and click Sort By you will be able to sort your desktop icons by type. This should put the icon back where you had it.
