The Blue Feather becomes available when one of the boys reaches their Orange Heart level. You can purchase it for 1000 G from the ‘supermarket’. Note that you won’t be able to propose until they reach their Red Heart level. You will also need to have returned the Harvest Goddess in order for them to accept the proposal.
