I had exactly this same problem. I first used about 5 gallons of Natures Miracle ( in the Orange bottle ) and just soaked the cement with it and then you have to let it dry for two weeks. There was still some residual smell so I sprinkle a 5 pound bag of baking soda over the floor, again there was still some smell but much much better, but my basement would get very damp in high humidity or heavy rain and it would bring back much of the smell so I bought a couple of huge bags of FELINE PINE ( google it ) and spread that over the entire floor about 1 to 2 inches think…. Smell was GONE. Then after that got quite damp from the basement getting damp I swept it up, threw it out and the smell has been gone ever since.
