Black algae forms a protective covering when attacked by chemicals. I found that after chlorine powder was left on black algae it formed a mucus like substance that protected the algae roots. The only way to get to the roots and prevent it from coming back is to remove the covering. I do this with a tooth pick. Vacuum algae debris with vacuum hose in one hand and tooth pick in the other. If the spots are in the deep parts of the pool you may need a divers mask. Scuba gear is nice but not essential.
