The last group is the Regi’s. They are all at level 40. To unlock them, go left of Pacifidlog into the currents and manuever yourself to the sealed chamber. You need a Pokemon that knows Dig to get by the first obstacle, then a Wailord and Relicanth for the second. Once unlockec, Regice is located in the water route between Petalburg and Dewford. Regirock is in the desert. And Registeel is in a rainy route between Lilycove and Fortree.
