Hunting is a popular sport in the state of Texas. Whether you are a Texas resident or from out of state, you can get a license to hunt in the state. If you are also interested in carrying a firearm, you can get licensed for that as well regardless of your residency, but it is a separate license. There are also requirements and limitations as to who can get a firearms license that are not present for a hunting license.
