How do you get a special Pokemon with two badges in Fire Red?
If you mean a Pokemon that has two badges on it, then I have no idea how you can do that. The only things Pokemon can have put on them is ribbons – and those come from Hoenn. To get those, have a Pokemon that has won contests in Hoenn and trade them to FireRed. But you need to have obtained both the Ruby and Sapphire crystals for Celio on One Island.
