Start out by playing the Ark mission in Halo 3 on normal or harder, starting at the beginning of the mission. Skulls do not appear in Halo 3 if you play on easy or if you start at any checkpoints in missions. Play through the mission until you fight the scarab. Once you kill the scarab, pick up a grav lift from inside the building that is in the middle of the field. You will need the grav lift to get to the Cowbell skull in Halo 3. Keep playing through the mission without using your grav lift. Once you get to a spiral staircase throw down the grav lift to get up to the cubby holes that are above the doorway. Get to the highest cubby and you will find the Cowbell skull.
