Usually most PDF’s are not actually in the form of a form. They’re just documents that you can look at. If you are able to type in data in places, there is usually a toolbar button that highlights the areas in which your must complete. You can also try clicking on the areas or hovering over the areas that you want to type in. I think the software you are thinking about is just to create and edit old PDF files, not to fill them out. Don’t pay for any software to fill out PDF files, unless you really want to. Just print out the forms and write them in yourself.
