You don’t file charges, you file a complaint. The district attorney makes the determination based on your information on what charges, if any will be formally filed against anyone.

Go to the police station and talk with the police. Have your witnesses and little brother with you. Also bring in your proof. Then let them handle it. If there is criminal action, they will file the charges. Get an attorney to represent you also.

You don’t. In the u.s. there is no private criminal prosecution. If you have knowledge of a crime, you can notify the police who will conduct the investigation. The police will then send a report to the DA and the DA will decide whether to use taxpayer money to seek a criminal conviction. Some of the things you describe are federal matters, if interest to federal authorities, and some are state crimes. Slander is not a crime at all. Neither is harrassment.
