Integration is a process which enables a society to exist as a coherent unit, in spite of differences between individuals. The dangers of a divided society are clear and already evident. At the heart of the Canadian social model is a cohesive society, based on values of solidarity, individual and collective rights and responsibilities and active citizenship. Social cohesion is a key factor for economic progress. Many minorities and other historically marginalized groups are excluded from the public debate and so feel alienated from the community development. Even if members of such groups have equal rights, according to the Canadian Charter of Rights and Freedoms, they may be consistently underrepresented, and so view the decision makers as alien or oppressive. This is why a multicultural conception of democracy is required.
