Hi, As someone who used to be painfully shy (and still is, sort of) I can tell straight away this girl is also painfully shy. She may be even feeling more awkward than you are, so don’t worry about it. You are under no obligation to strike up conversations with people. However, most shy people appreciate it when someone goes out of their way to talk to them. People often automatically assume we shy people are simply unsocial or disinterested in conversation because we don’t reply, and therefore we blend into the background and are forgotten; when in reality, we are (generally) social creatures as well and appreciate it when people go out of their way to talk to us, but we just find hard to strike up conversation ourselves because we’re so nervous, awkward and afraid of judgment in social situations (yes, our fear might sound entirely irrational to you, but it takes a lot of effort to overcome shyness, irrational or not).
