You find the old photo at the lighthouse, trade it for the scuba diver outfit, and then go back to the lighthouse. Put on the scuba gear, go into the water and and click on “dive”. Find the lost lobster cage and give it to the old sailor (Cap’n Salty), who will give you the lobster and the jet ski key. Use the lobster as pliers to turn the lighthouse light.
