I usually start by moving the decimal point. For example, with 10.4, you could say this can be written as the fraction 10.4 / 1 (10.4 over 1). Now, to get 10.4 to a whole number we would move the decimal over to the right 1 spot. Also, do the same with the 1 making it a 10. Now it should look like 104 / 10 (104 over 10). Now it’s just a matter of finding the common factors and simplifying (reducing). I notice they are both even so divide both numerator and denominator by 2 and you get 52 / 5 (52 over 5). Since I know 5 is prime and doesn’t go into 52, this is the improper fraction form of 10.4. Finding the mixed number isn’t too bad after that knowing that it is 10 and some fraction. 5 goes into 50 ten times leaving 2/5 (two-fifths), and giving you a mixed number of 10 2/5 (ten and two-fifths).
