Let’s see I’m gonna try and this from memory, it’s been a while since I’ve done this. I have an 86 toyota 2×2 pickup. I think the key is necessary to do it this way. There is a stainless pin on the bottom side of the lock cylinder which has to be depressed. I think it’s possible to get to it without taking the steering column cover off but maybe not. Depress the pin and turn the key back to the locked position I think and the cylinder should be able to slide out. This procedure may not be exactly right but should be close enough that you can figure it out from there. Without the key I think it might require drilling out the lock cylinder.
