I think you are confusing charge with valency. All elements in their natural state are neutral (no charge). Looking at valencies in the second period Lithium – 1 Beryllium – 2 Boron – 3 Carbon – 4 Nitrogen – 3/5 Oxygen – 2 Fluorine – 1 Neon – 0 There are no positive or negatives. The valence value refers to the number of bonds the element will make. Those at the extremes will tend to form Ionic bonds Lithium will lose one electron to Flourine to make Lithium Flouride.
