Members of Congress play a vital role in the U.S. government, by introducing new legislation and debating and voting on important issues ranging from the economy to the environment. Theoretically, any American citizen of a certain age can be elected to the House of Representatives or the Senate. Step 1 Qualify for the House of Representatives. According to the Constitution, Article 1 Section 2, a representative must have been an American citizen for at least the past seven years and be at least 25 years old.
