If the brakes now hang after adjusting them you may have to take that assembly apart and clean rust or corrosion off of the two pins that apply the pressure to the brake plate. After cleaning the pins lubricate them lightly and put it all back together and you’re ready to go. It’s not a difficult job. It just take a few minutes.
