A. Texas DFPS staff search the Texas automated system called Child and Adult Protective System (CAPS) for an approved adoptive or foster/adopt family who can meet the needs of the child. If none are found they register the child in the Texas Adoption Resource Exchange (TARE). Children registered in the TARE who can be placed out of state are registered in the National Adoption Exchange and in other internet sites.
