A15. For RHF Plans due November 15, 2005, PHA s should use a PHA average per unit funding when developing their funding estimates. Using the average should provide the authority with a conservative estimate. (To generate this average, take the Unit Total from the Development Breakdown Report and Divide it by the sum of the 2005 Grants).
