How do we decide which ESL students, especially older ones, should have to write the literacy test?

Complete guidelines for deferrals of ESL students are contained in the EQAO policy. It is suggested that students in ESL/ELD A, B and C be deferred. ESL students granted 16 credits as of September 2001, through PLEC, can be deemed to be part of the current Grade 11 cohort and are not required to write the literacy test. Students who were enrolled in Grade 9 in an English-language secondary school in 2000-2001 and who are working towards an OSSD under OSS must also successfully complete the Ontario Secondary School Literacy Test. *** As a general rule — students born before 1985 are most likely to be under OS:IS and therefore are not required to write the literacy test.
