How do wars work?
You can only attack cities and players of the countries you are at war with. A war is always 2 sided, so if someone attacks you, you can also attack them without having to declare war on them. Wars time out if the aggressor takes no city of the other country for 8 hours or if the 2 countries do not border each other anymore. Only the HC of a country can declare war on a country they are not yet at war with.
