How do Ukrainian laws stimulate the development of international volunteer exchange programs?
Eduard Balashov: So far Ukrainian laws do not stimulate the development of volunteer movement in Ukraine. There is no legal definition of volunteerism, its principles and functions. Volunteerism in Ukraine doesn’t get much attention, while in developed countries its role in society is very important. What are the main obstacles for the volunteer movement development? Eduard Balashov: First is the absence of the legal basis and regulations. Second is Ukrainian attitude toward not paid work for the society’s common good. We, Ukrainians, should realize that the desire for a social change is by itself very important. Partially, we felt this mentality shift after the Orange Revolution. Do the local governments participate in this project? Eduard Balashov: We are working on establishing partnership relations with the local government bodies – the City Council and the County Administration.
