If you’re talking about the two kinds of butane lighters, a torch lighter holds it’s butane release. It ejects the butane and you can even hear the hissing sound created by it. It works much the same way as a propane torch and is just released with pressure whereas a butane lighter burns off the supply. I couldn’t find much on the mechanics of the torch lighter, but there’s nothing special about them in the ways of functionality. They do the same job as a disposable lighter.
