In each state that adopts the NLC, the NLC is an additional statutory layer above the individual state’s Nurse Practice Act, which remains in place. The NLCA develops rules and regulations to administer the compact, and then individual state boards of nursing in the NLC adopt the rules. If an individual state refuses to adopt the rules the NLCA develops, that state would be in violation of the NLC contract and thus could lose the right to belong to the NLC.
