HOW DO THE VARIOUS KINDS OF GOALS—ANNUAL ASPIRATIONAL AND CONTRACT-BY-CONTRACT—WORK AND INTERACT?
The NERA Study data suggest that goals of approximately 22 percent for construction and 15 percent for design services could be supported in the first year of the proposed M/WBE program. The actual first year “annual aspirational goals” would need to be established as part of the goals-setting process under the to-be-approved ordinances and rules and regulations. Once these are established, contract-by-contract goals will be recommended by a series of Goals Committees composed of knowledgeable active participants in the construction and design industry. The final goals for each project would be determined pursuant to the rules and regulations to be adopted, most likely by the Director of the DSBO.
