How do the shared Pay & Display parking bays give greater priority to residents?

0

In resident only bays, only those with a resident or visitor permit will be able to park. Residents can also park all day in shared permit/pay & display bays whilst other vehicles will only be able to park in the bays for a limited time. The residents’ parking scheme is designed to give preferential treatment to residents who live and wish to park within the area of the parking zone. However, a permit does not guarantee that a space will be vacant to park in.
