How do “special effects” raise the fear factor in movies?

I am not convinced that special effects do help make a film frightening. Just watch ‘Misery’ with Cathy Bates, or ‘The Shining’. Nothing much in the way of special effects. Unless you call suspense a special effect, I wouldn’t say that they do.
