How do settlements work?
In order to start a settlement, a group of players must first stake out a territory and build a town hall within it. The town hall?s location determines the settlement?s boundaries, so care must be taken to balance the desire for control with the defensibility of the location. Once a town hall has been built, the players may charter their new settlement. A single ruler officially rules each settlement, but may delegate tasks to subordinates – and in the case of larger settlements, with many affairs of state demanding attention, will probably need to. The ruler and his chosen subordinates are empowered to make laws and pass various decrees, as well as levying taxes upon certain services that the settlement provides to its citizens.
