How do postal inspectors, FBI agents go about arresting people?
Separate entities, Postal Inspectors are limited to postal violations, the FBI has jurisdiction in all federal crimes and can assist local authorities on request. The CIA is not a law enforcement agency, it is an intelligence collection and analysis agency that also maintains a para-military element that can operate outside of the US, but not in the US. All have federal government retirement.
