I’ll field this question, being my birthday today. For a drivers license, in Ontario you can’t get your drivers license until your 16th birthday. Since the 16th birthday falls on a leap year, its just the same as everyone else. For alcohol, and Ontario having a minumum drinking age of 19, it would just make the most sense that the person cannot purchase the alcohol until they March 1st. It wouldn’t make sense to let them buy alcohol on the day before the non-existant date.
