People can be salaries, paid bu the hour, or compensated some other way (e.g., “commission” based on adoptions). The main restriction is to ensure that labor laws are not violated. I would not recommend going with variable compensation, however. While it seems like a good thing, it’s difficult to manage, puts a good deal of risk on the employee, and can lead to disputes. I recommend a fixed salary for full-time employees of an organization like this. If the organization doesn’t do well, then that salary will need to be revisited, say in 6 months.
