The $58 million is the cap. Teams who are over can’t sign FA’s unless it’s to a MLE (mid-level exception) and can’t trade unless it’s within 125% of one another. For example: The Mavs can’t trade for Kevin Garnett unless they give up within 125% of Garnett’s salary. The luxury tax level is when a team begins paying the luxury tax. If it’s at 71 million and a team has 73 million, they’ll spend 2 million extra paying the league. The Mid level exception is the average salary of an NBA player for the upcoming year. A team can use up to that much extra, no matter if they’re over the cap, on player(s). The veteran stuff is basically just teams being able to resign their players for larger contracts even if they’re over the salary cap. Since the Lakers are over the cap and Kobe’s a FA, they can offer him a max contract and it would be allowed. It’s so teams can build a fanbase.
