How do managers determine who gets the quota?
Historically, catch history and vessel size from a specific period of time have been used to determine quota allocation. However, there are a number of mechanisms which can be used including auction, lottery or allocation based on other criteria such as low bycatch rates, communities or more. In other public resources, historical use or auction have been the most common methods for allocating quota.
