I’ve used a Vivicam 5199 and when I plugged that into the USB and turned on the camera it showed up as a removable drive in ‘My Computer’. I can then copy the pictures from there to the hard drive. If this isn’t happening, have a look in the camera menu. You may need to change the USB mode to ‘Mass Storage’. There are a lot of different Vivitar models. Hope this works for yours.
