Add a fulcrum for your lever by placing a smaller rock or even a solid block of wood at the midpoint of your pry bar and pushing down on the pry bar. If you are unable to completely move the boulder, lift it with the pry bar and fulcrum, and place a smaller rock under the lifted portion of the boulder. Reapply the downward pressure on the pry bar from another angle.
