TeX systems extended for Unicode can do this: omega (TeX-like) and lambda (LaTeX-like), and on Mac OS X systems, xetex. For the simpler alphabetic systems, such as Hebrew and Russian, there are packages available that support their use with ordinary TeX and LaTeX; consult the books listed above.
